The “marine environment” unit belongs to DG Environment’s international section. It relies on a group of dynamic and motivated experts. The coordination with the regions takes place primarily within the “North Sea and Oceans” Steering Group attached to the Coordinating Committee for International Environmental Policy (CCPIE). This Steering Group North Sea and Oceans SG is an ideal forum for close consultation between the federal public services and the regions on all subjects relating to protection of the marine environment (cf. Management of the marine environment) . Let us look at a few specific examples. OSPAR drew up a list of the most dangerous substances, for which reduction measures were indispensable. Belgium’s contributions to this list were prepared through consultations organised within the “North Sea and Oceans” Steering Group. Practical coordinated measures for reducing discharges of a given substance into the environment were also devised within this group, which can also consult and be consulted by the industrial sectors concerned or other organisations involved. Not surprisingly, this process often involves highly technical working meetings.

De cel ‘marien milieu’ maakt deel uit van de internationale afdeling van het DG Leefmilieu. Die kan rekenen op een groep dynamische en gemotiveerde experts. De coördinatie met de regio’s waarnaar we vroeger verwezen, verloopt vooral in de Stuurgroep ‘Noordzee en oceanen’ die is toegevoegd aan het Coördinatie-Comité Internationaal Milieubeleid (CCIM). Deze stuurgroep is de ideale plaats voor een open dialoog tussen de diensten van de federale en gewestelijke overheden over verschillende onderwerpen die te maken hebben met de bescherming van het mariene milieu. Enkele concrete voorbeelden. OSPAR heeft een lijst opgesteld van de gevaarlijkste stoffen waarvoor reductiemaatregelen absoluut noodzakelijk zijn. De bijdrage die België leverde voor deze lijst, kreeg vorm dankzij het overleg in de stuurgroep ‘Noordzee en oceanen’. De voorbereiding van concrete en gecoördineerde maatregelen voor een vermindering van de uitstoot in het milieu van een bepaalde stof, gebeurt eveneens in deze groep. De stuurgroep kan trouwens de betrokken industriële sectoren en andere geïnteresseerde organisaties om advies vragen of hun advies geven. Het spreekt vanzelf dat die vergaderingen vaak een zeer technisch karakter hebben.
