De verschillende deelstudies worden door verschillende instanties gefinancierd:\r\nAWZ, Administratie Waterwegen en Zeewezen\r\nAMINAL, Administratie Milieu, Natuur, Land en Waterbeheer\r\nVMM, Vlaamse Milieumaatschappij\r\nonafhankelijke (eigen) financiering\r\n\r\nHet onderzoeksprogramma OMES is een multidisciplinaire studie van het estuariene milieu van de Zeeschelde. Het onderzoeksproject moet resulteren in een database en modellen van het Schelde-estuarium. De beschikbare wetenschappelijke gegevens en modellen zullen dan operationeel blijven binnen de onderzoeksinstellingen en diensten van het Ministerie van de Vlaamse Gemeenschap. Op deze manier beschikt de Vlaamse Gemeenschap over een wetenschappelijk instrumentarium dat kan gebruikt worden als beleidsonderbouwing bij het uitwerken van een integraal waterbeheer voor het estuarium. Op basis van het globale onderzoekspakket moet het mogelijk zijn om een grondige multidisciplinaire afweging te maken van verschillende mogelijke inrichtings- en locatie-alternatieven van nog uit te voeren dijkwerken in het kader van het Sigmaplan, evenals het formuleren van beheersmaatregelen voor het estuarium in het kader van diverse andere projecten.
