    {"projectrec":{"ProID":1541,"StandardTitle":"Typology, reference condition and classification of the Belgian Coastal Waters","OrigTitle":"Typologie, referentieconditie en classificatie van de Belgische kustwateren","Acronym":"REFCOAST","AbstractEnglish":"<ul><li>Context \r\n\r\nThis project fits within the Second multi-annual Scientific Support Plan for a Sustainable Development Policy (SPSD II), Part II “Global Change, Ecosystems and Biodiversity”.\r\nSince the establishment of the European Water Framework Directive in 2000 member states need to comply with the objectives set in this directive. \r\nOne of the objectives of the Water framework directive is the classification of different waterbodies into types (typology) according to two systems proposed by the directive. Next to the typology of the surface waters (which also include coastal waters) a ‘biological’ reference condition needs to be established per type, indicating the status of the waters unmodified by human activity.\r\nThe biological reference condition will be based upon a good ecological status of the surface waters, classified as to their biological, hydromorphological and physicochemical status.\r\n\r\n<li>Project description \r\n\r\n<ul><li>Objectives \r\n\r\nWith this study we aim to fulfill all objectives mentioned above for the Belgian coastal waters, up to one nautical mile from the coastline. The project combines a general overview of the Belgian coastal and marine jurisdiction and its status towards the implementation of the Water Framework Directive, the availability of information and datasets together with the scientific analysis with respect to typology, reference conditions and classification of the coastal waters. This project will directly be relevant towards the Belgian obligations regarding the implementation of the directive and will be accomplished through a sequence of different work packages.\r\n\r\n<li>Methodology\r\n\r\nIn work package one the Belgian jurisdiction with regard to its coastal and marine policies will be examined together with its status with respect to the implementation of the Water Framework Directive. Existing datasets and information of conducted research will be listed, analysed and classified according to their relevance. Different datasets to be used are available at different universities, at the Management Unit of the Mathematical Models of the North Sea (MUMM) and at the Flemish Institute of the Sea (VLIZ).\r\n\r\nIn the second work package the coastal waters will be classified according to their type.\r\nThe typology will be based upon the available information and datasets retrieved in WP1, and will be classified according to System A or System B. Both systems will be evaluated and the system that is preferred will be highlighted. \r\n\r\nIn a third work package the reference conditions will be set. Type specific biological reference conditions shall be established, representing the values of the biological quality elements for coastal water types at high ecological status. In defining these biological reference conditions, criteria for the physicochemical and hydromorphological quality elements at high status will be established. In this work package an evaluation of the different methods (historical data analysis, modelling, expert judgement,…) that can be used for determining these reference conditions will be undertaken and the appropriate method will be selected and applied to the available datasets. \r\n\r\nIn the fourth work package the classification of the coastal waters will be drafted taking the available datasets from WP1 and the outcome of WP3 into account. The coastal waters will be classified according to their ecological status as proposed by the framework directive and the guidance document on typology, reference conditions and classification systems for transitional and coastal waters.\r\n\r\nIn the last work package recommendation will be elaborated towards policy makers.\r\nThroughout this project association with ongoing studies with respect to transitional waters is looked at.","AbstractOtherLang":"<ul><li>Context\r\n\r\nDit project kadert binnen het ‘Tweede meerjarenplan voor wetenschappelijke ondersteuning van een beleid gericht op duurzame ontwikkeling (PODO II)’, deel II Global Change, Ecosystemen en Biodiversiteit. Deze gerichte actie handelt omtrent het opzetten van een typologie, een referentieconditie en de classificatie van de Belgische kustwateren in overeenstemming met de bepalingen van de Europese Kaderrichtlijn Water (KRW).\r\nSinds de publicatie van de Europese Kaderrichtlijn Water in 2000, moeten lidstaten de doelstellingen, bepaald in deze richtlijn, nakomen.\r\nEén van de doelstellingen van de ‘Kaderrichtlijn Water’ is de classificatie van verschillende waterlichamen in types (typologie), gebruik makend van twee mogelijke systemen. Buiten de typologie van de oppervlaktewateren (inclusief kustwateren) dienen ‘biologische’ referentiecondities per type te worden bepaald.\r\nDe referentie wordt daarbij gebaseerd op een goede ecologische status van de oppervlaktewateren, gerangschikt volgens hun biologische, hydro-morfologische en fysico-chemische toestand.\r\n\r\n\r\n<li>Beschrijving van het project \r\n\r\n<ul><li>Doelstellingen \r\n\r\nMet deze studie streven we ernaar aan alle bovenvermelde doelstellingen m.b.t. de Belgische kustwateren te voldoen en dit tot op één zeemijl van de kustlijn. Het project combineert een algemeen overzicht van de Belgische kust- en mariene wetgeving en de status inzake de uitvoering van de Kaderrichtlijn Water met een onderzoek naar de beschikbaarheid van gegevens en de afbakening van een typologie, referentieconditie en classificatie van de kustwateren. Dit project zal rechtstreeks relevant zijn voor de Belgische verplichtingen inzake de naleving van de bepalingen van de richtlijn en zal voltooid worden via de opeenvolging van verschillende werkpakketten.\r\n\r\n<li>Methodologie\r\n\r\nIn werkpakket één zal de Belgische bevoegdheidsverdeling inzake kust-, en mariene wetgeving worden onderzocht alsook de stand van zake m.b.t. de implementatie van de Kaderrichtlijn Water. Bestaande relevante datasets en literatuurstudies zullen worden, geïnventariseerd, geanalyseerd en gerangschikt overeenkomstig hun belang. Verschillende gegevens waarvan in deze studie gebruik zal worden gemaakt zijn beschikbaar binnen de universiteiten, bij de Beheerseenheid van het Mathematisch Model van de Noordzee (BMM) en bij het Vlaams Instituut voor de Zee (VLIZ).\r\nIn het tweede werkpakket zullen de kustwateren gerangschikt worden volgens hun type. De typologie wordt gebaseerd op de beschikbare gegevens en studies geïnventariseerd in WP1. Zowel Systeem A als Systeem B zullen in dit werkpakket worden bekeken. Beide systemen zullen geëvalueerd worden en het systeem dat de voorkeur krijgt, zal verder worden uitgewerkt. \r\nIn een derde werkpakket zal de referentieconditie bepaald worden. Een type specifieke biologische referentieconditie zal worden bepaald, met weergave van de waarden van de biologische kwaliteitselementen voor kustwatertypes met een goede ecologische status. Teneinde deze biologische referentieconditie te bepalen, zullen naast de biologische kenmerken eveneens criteria voor de fysico-chemische en hydro-morfologische toestand bepaald worden. In dit werkpakket zal een evaluatie gemaakt worden van de verschillende methodes ( historische data analyse, vormgeving, deskundige oordeel,…), hetgeen gebruikt kan worden om deze referentieconditie te bepalen; de gepaste methode zal geselecteerd en toegepast worden op de verschillende gegevens.\r\nIn het vierde werkpakket zal de classificatie van de kustwateren geschetst worden, rekening houdend met beschikbare gegevens uit WP1 en het resultaat van WP3.
