Following the completion of the Demonstration Programme on ICZM a set of recommendations on a European Strategy were formulated. Subsequently, there have been varying levels of engagement with this strategy across EU Member States. The Corepoint partners have identified the following key issues to be addressed:\r\n\r\n<ul>\r\n\r\n<li>Lack of integrated planning and management to achieve sustainable development of NW europe coastal zone </li>\r\n<li>Lack of engagement and open communication with stakeholders, including political representatives and general public</li>\r\n<li>Poor links between researchers and policy makers </li>\r\n<li>Lack of sustained capacity and expertise within local authorities</li>\r\n<li>Disproportionate levels of progress on ICZM in Northwest Europe.</li>\r\n\r\n<b>Goals:</b>\r\n\r\nEstablishing NW Europe as an internationally recognised region of excellence in coastal management can only be achieved by successfully utilising trans-national co-operation as a conduit to meet the following objectives:\r\n<ul>\r\n<li> Build European and local capacity to implement integrated coastal management programmes</li>\r\n<li>Provide concrete solutions for current problems in the Northwest region using current best practice approaches and identify models for sustaining ICZM initiatives</li>\r\n<li>Promote social and political responsibility for coastal environment</li>\r\n<li>Influence national spatial policy development in response to the EU recommendation on ICZM</li>\r\n<li>Develop an integrated coastal information management system for Northwest Europe</li>\r\n</ul>\r\n<b>Activities:</b>\r\n<ul>\r\n<li>Determine the effectiveness of current spatial policies for ICZM</li>\r\n<li>Implement best practice in ICZM</li>\r\n<li>Engage European decision-makers and citizens in ICZM</li>\r\n<li>Affain excellence in ICZM for NWE</li>\r\n<li>Establish the Northwest Europe Coastal Resources Centre</li>\r\n</ul>","AbstractOtherLang":"<b>Inleiding</b>\r\n\r\nCorepoint is een project gefinancierd door het INTERREG IIIB programma waarin 12 partners uit de UK, Nederland, Frankrijk en België samenwerken in het kader van geïntegreerd beheer kustzonegebieden (GBKG). De kennis binnen deze groep zal aangewend worden om de ontwikkelingen betreffende GBKG te optimaliseren en nieuwe oplossingen te implementeren langsheen de kusten van de Noord Westen van Europa.\r\n\r\n<b>Achtergrond</b>\r\n\r\nVele van de NW Europese kustlanden delen een bezorgdheid voor kust gerelateerde problemen. In navolging van het 'Demonstration Programme' rond GBKG (geïntegreerd beheer van kustgebieden) werd er een set van aanbevelingen op de Europese strategie geformuleerd. De reacties en engagementen van de EU lidstaten op deze strategie waren echter divers. Nog voortdurende discussies hebben voorlopig de volgende sleutelkwesties geïdentificeerd:\r\n<ul>\r\n<li>Het gemis van geïntegreerde planning en beheer ter realisatie van duurzame ontwikkeling van de Europese kustgebieden. </li>\r\n<li>Het gemis van geëngageerde en open communicatie met de betrokken partijen inclusief politieke vertegenwoordigers en het publiek. </li>\r\n<li>Slechte connecties tussen wetenschappers en beleidsvoerders.</li>\r\n<li>Het tekort aan vaardigheden en expertise bij de lokale overheden. </li>\r\n<li>Verschillende niveaus van vooruitgang in GBKG in het Noordwesten van Europa.</li>\r\n</ul>\r\n<b>Activiteiten</b>\r\n<ul>\r\n<li>Versterken van de doeltreffendheid van het huidig ruimtelijk beleid betreffende geïntegreerd beheer van kustzonegebieden.\r\n<ul>\r\n<li>Identificatie en kwalificatie van de economische meerwaarde van natuurlijke kustecosystemen </li>\r\n<li>Identificatie van financiële modellen om GBKG initiatieven te kunnen onderhouden. </li>\r\n<li>Herziening van de Europese GBKG inventarisatieprocessen. </li>\r\n<li>Analyse van kustproblemen en -conflicten. </li>\r\n<li>De evaluatie van GBKG als een aanpak van de ruimtelijke planning in NW Europa. </li>\r\n</ul>\r\n\r\n<li>Uitvoering van de beste praktijk betreffende GBKG \r\n\r\n<ul>\r\n<li>Gebruik van het concept denk globaal en voer lokaal uit. Dit concept erkent de belangrijkheid van de ruimtelijke planning en besluitvorming op lokaal niveau om zo veranderingen teweeg te brengen voor de kustgemeenschappen.\r\n<li>Deze actie zal lokale projecten ten uitvoering brengen in het NW van Europa voortbouwend op de ervaringen opgedaan in de EU Demonstration Programme betreffende GBKG.\r\n</ul>\r\n \r\n<li>Betrekken van Europese beslissingnemers en burgers bij GBKG \r\n<ul>\r\n<li>Er zullen workshops,  veldcursussen en netwerking activiteiten georganiseerd worden rond GBKG. \r\n<li>Dit zal samen met de positieve resultaten van de lokale case studies lokale beleidsverantwoordelijken en misschien zelfs de nationale strategie op een positieve manier beïnvloeden in de richting van een duurzaam kustzonebeheer. \r\n </ul>\r\n\r\n<li>NW Europa op de kaart zetten als expertisegebied betreffende GBKG\r\n<ul>\r\n<li>Het vormen van kustzonebeheerders door de bijscholing van beleidsvoerders tijdens de GBKG school
