In de eerste plaats is het de bedoeling een volledige inventaris en analyse te maken van de navolging die tot op heden werd gegeven aan de OSPAR maatregelen in de Vlaamse en federale wetgeving. Deze analyse geeft een stand van zaken van de implementatie van de OSPAR maatregelen en geeft aan waar de implementatie onvolledig is of niet doorgevoerd werd. Zij vormt tevens de basis voor het voorstellen van tekstwijzigingen aan de Vlaamse (milieu)wetgeving en van te nemen gewestelijke en federale initiatieven ter stimulering van de uitvoering van de OSPAR maatregelen.
