For Belgium, the target was set at 6% by 2010. In January 2008, the European Commission launched its new Climate Plan, and a new target for Belgium was set at 13 % by 2020 (IP/08/80). Furthermore, the Commission emphasized that offshore energy can make a significant contribution to all three key objectives of the new Energy Policy: reducing greenhouse gas emissions, ensuring security of supply and improving EU competitiveness (COM 2008/768). In the same document, the Member States were encouraged to fully exploit this source of renewable energy. Despite the fact the Belgian Federal government has taken financial measurements (such as the Tradable Green Certificates for offshore wind), the Belgian share or renewable energy was only 3.9% in 2006, according to Eurostat.\r\n\r\n<b>Description of the project</b>\r\n\r\nIn order to achieve those targets, Belgium needs to speed up the construction of windmill farms. One can point out different barriers, not only technological but also economical, consenting and logistical. This project tries to identify these key barriers. Simultaneously, an assessment of the Belgian knowhow and expertise within stakeholders will be made, and how this knowledge can be used to exploit the offshore wind potential in an efficient and effective way. In the long term, new offshore technologies, such as wave and tidal energy need to be investigated.\r\n\r\n<b>Targets</b>\r\n\r\n1. Assessment of the physical potential of marine energy (wave and tidal) on the Belgian Continental Shelf, incorporating existing spatial marine uses.\r\n2. To identify new and relevant developments in offshore wind energy, within the Belgian context.\r\n3. To determine the Belgian stakeholders regarding offshore wind energy and ways to enhance the communication between these stakeholders\r\n4. To identify the key barriers for the further development of offshore wind energy, and to propose appropriate measures.\r\n\r\n<b>Expected results and products</b>\r\n\r\n1. Map of the physical potential of wind, wave and tidal energy on the Belgian Continental Shelf, with a focus on the zone for offshore energy extraction. Existing user functions will be incorporated.\r\n2. An overview of the Belgian companies, research institutes and other associations who can support and develop offshore windmill farms in Belgium.\r\n3. An analysis of the Belgian offshore wind energy policy within a Belgian context.\r\n4. A workshop in order to disseminate the results of this project to the different stakeholders, and allow them to provide feedback on the project.","AbstractOtherLang":"<b>Context</b>\r\n\r\nDe Europese Richtlijn 2001/77/EC was de eerste richtlijn die doelstellingen bepaalde voor het aandeel van hernieuwbare energiebronnen in de elektriciteitsproductie. In het geval van België was dit 6% tegen 2010. Begin 2008 lanceerde de Commissie het nieuwe klimaatplan (IP/08/80), waarbij België tegen 2020 13% van de elektriciteitsproductie uit hernieuwbare energie moet betrekken. Vanuit de Commissie werd eind 2008 benadrukt dat offshore windenergie hierbij een belangrijke rol te spelen heeft (COM 2008/768). Offshore wind ondersteunt de 3 pijlers van het Europese energiebeleid (het terugdringen van de uitstoot van broeikasgassen, het veilig stellen van de energievoorziening en de verbetering van de concurrentiekracht van de EU). In dezelfde nota werden de Lidstaten dan ook aangespoord werk te maken van deze hernieuwbare energiebron. Ondanks de maatregelen van de Federale overheid (bijvoorbeeld de groene stroom certificaten zoals vastgelegd in het Koninklijk Besluit van 5 oktober 2005), ligt België achterop op schema: in 2006 bedroeg het aandeel hernieuwbare energie volgens Eurostat 3,9%.\r\n\r\n<b>Beschrijving van het project</b>\r\n\r\nOm de nationale doelstelling inzake hernieuwbare energie te kunnen halen, zal ondermeer het offshore windmolenpark op het Belgisch Continentaal Plat sneller moeten worden uitgebouwd dan nu het geval is. Verschillende belemmerende factoren zijn hiervoor verantwoordelijk. Deze situeren zich op verschillende vlakken, zoals het technische, juridische, economische en logistieke vlak. Dit project tracht de belangrijkste belemmeringen te identificeren. Parallel wordt nagegaan welke technologische knowhow in Belgische ondernemingen (of andere stakeholders) aanwezig is, en hoe deze knowhow efficiënt en effectief aangewend kan worden om het offshore windmolenpark verder uit te bouwen. Tevens dient gezocht te worden naar andere offshore energietechnologieën, zoals het gebruik van golf- of getijdenenergie op het BCP.\r\n\r\n<b>Doelstellingen</b>\r\n\r\n1. Bepaling van het fysisch potentieel van mariene energie (golf- en getijdenenergie) op het BCP, rekening houdende met bestaande gebruiksfuncties.\r\n2. De nieuwe ontwikkelingen in offshore windenergie en de relevantie hiervan in Belgische context identificeren.\r\n3. Inventariseren van de Belgische actoren met kennis omtrent offshore windenergie en de informatie wisseling tussen deze actoren te bevorderen.\r\n4. Het identificeren van de belangrijkste knelpunten inzake de ontwikkeling van offshore windenergie, en hiervoor gepaste maatregelen voorstellen.\r\n\r\n<b>Verwachte resultaten of producten</b>\r\n\r\n1. Overzichtskaart van het fysisch potentieel van zowel wind-, golf- als getijdenenergie op het Belgisch Continentaal Plat, met een focus op de vastgestelde zone voor offshore energiewinning. Hierbij moeten de bestaande gebruiksfuncties op het BCP geïntegreerd worden.\r\n2. Een overzicht van de Belgische ondernemingen, onderzoeksinstellingen, verenigingen of beroepsfederaties die de uitbouw van de offshore windmolenparken kunnen ondersteunen en uitbouwen.\r\n3.
