Het programma bouwt verder op bestaande monitoringsactiviteiten en streeft naar integratie en afstemming over de grenzen heen. In 2008 werd een eerste voorstel voor een Monitoringsprogramma uitgewerkt in <a href=\"http://www.scheldemonitor.be/imis?module=ref&amp;refid=123314\" target=\"_blank\"><font size=\"-1\">Meire, P.; Maris, T. (2008)</font></a>. In deze nota worden de bestaande monitoringsactiviteiten en de diverse beleidskaders overlopen om uiteindelijk tot een gefundeerd voorstel te komen.\r\nDe monitoringsactiviteiten en de hieruit voortgebrachte meetgegevens worden nauwgezet opgevolgd door de <a href=\"http://www.scheldemonitor.be/imis?module=project&amp;proid=4318\" target=\"_blank\">Projectgroep Monitoring en Databeheer</a>.
