{"projectrec":{"ProID":80,"StandardTitle":"Marine Resources Damage Assessment and Sustainable Management of the North Sea","OrigTitle":null,"Acronym":"MARE-DASM","AbstractEnglish":"To be assured of a high standard of living riparians of the North Sea make different uses of the North Sea. In order to achieve a sustainable use of the North Sea, it is necessary to restrict the harmful use of it. In recent years a lot of national and international measures and principles to protect the ecosystem of the North Sea were adopted. In the new OSPAR Convention of 1992 all North Sea states and the European Commission agreed to use the precautionary principle and the polluter pays principle for the protection of the marine environment. The implementation of these measures and principles often causes practical problems. The research done in the framework of MARE-DASM will propose a solution for these problems.\r\n\r\nThe project has two main objectives who have a different goal but the results of the first objective (theme 1) will partly be integrated to obtain the second objective (theme 2).\r\n\r\n<u>Theme 1:<\/u> the socio-economic cost of a degradation of the marine environment.\r\nThe first objective of the project is to make an identification and quantification of different factors contributing to the degradation of the marine environment in the Belgian part of the North Sea (Laboratory of Environmental Toxicology and Aquatic Ecology, Prof. Dr. C. Janssen). This identification and quantification must be the basis for the evaluation of the direct and indirect economic and social costs of degradation, accidentally or permantly (Maritime Institute, Prof. Dr. F. Maes, with subcontractor Environmental Consultancy and Assistance (ECOLAS), Dr. P. Vanhaecke). The cost of degradation will be compared with the economic and social profits of the use of the Belgian part of the North Sea by the current generation, in order to come to propositions of measures to be taken by the government to guarantee a sustainable use of the sea for the future generations (Maritime Institute, Prof. Dr. F. Maes).\r\n\r\n<u>Theme 2:<\/u> The risk of the accidental oil\/chemical pollution of the marine environment.\r\nThe second objective of the project aims at making an estimation and prediction models of the potential damage of the ecosystems of the Belgian part of the North Sea caused by oil and other chemical products, as well as the socio-economic impact of this damage in a number of selected cases (Management Unit of the Mathematic Models of the North Sea, Dr. G. Pichot). The mathematical determination of the damage must enable the development of technical and legal procedures that allow to evaluate the degradation of the marine environment and to recover it financially on the polluter (Centre for Environmental Law, Prof. Dr. H. Bocken (national law) and Maritime Institute, Prof. Dr. F. Maes (international law)).\r\n\r\n<i>Activities<\/i>\r\n\r\nTask I \"identification and quantification of different factors contributing to the degradation of the marine environment\" will study, next to the identification and quantification, the distribution of the contaminants in the environmental compartments in order to fine-tune the Biological Effects Submodel for the long term effects. The results of task I should enable to estimate the degradation of the marine environment. This estimation is a starting point for a part of the research that will be done in task II \"the development of socio-economic assessment criteria to determine in an objective way the cost of degradation\", namely the quantification of damage to the environment based on use values. For the socio-economic assessment criteria the quantification of environmental damage based on option and existence values (Contingent Valuation Method) will also be used. \r\n\r\nResearch from tasks I and II will contribute to the research in tasks III and IV. In task III \"the development and evaluation of measures that need to be taken by the government in order to guarantee a sustainable use of the sea\", measures will be proposed allowing Belgium to obtain an optimal integrated policy and sustainable use of the North Sea, taking into account the social costs and the political and legal-technical feasibility. The uses at sea will be set out on a priority scale in function of their degradation impact on the marine environment of the North Sea (cf. task I). The different uses will also be given an economic and social value, varying according to the different uses. Using the policy option \"sustainable management\" as a starting point, policy measures for every use will be proposed, taking into account the efficiency, the social costs and benefits that can be expected for the socio-economic groups and the possibility for the government to take action. The ecological effects (task I) and the defined socio-economic assessment criteria (task II) will be integrated into the mathematical model (task IV \"to develop and evaluate mathematical models assessing the risks bound to accidental spillage of oil and other chemicals at sea and the damage they can cause, at the environmental and socio-economic levels\"). Opdat dit gebruik duurzaam zou zijn, moeten aan een aantal schadelijke gebruiksfuncties beperkingen opgelegd worden. De laatste jaren werden reeds een hele reeks nationale en internationale wettelijke maatregelen genomen ter bescherming van het ecosysteem van de Noordzee. In de nieuwe OSPAR Conventie van 1992 aanvaardden alle Noordzeestaten en de Europese Commissie om bij de bescherming van het mariene milieu het voorzorgsprincipe en het principe \"de vervuiler betaalt\" te hanteren. Het doen naleven van deze maatregelen en principes stelt echter vaak praktische problemen. Het onderzoek in het kader van MARE-DASM wil hieraan tegemoet komen.\r\n\r\nHet project valt uiteen in twee hoofddoelstellingen die een verschillende finaliteit beogen maar waarvan de resultaten van de eerste doelstelling (thema 1) voor een deel zullen ge\u00efntegreerd worden bij het bereiken van de tweede doelstelling (thema 2).\r\n\r\n<u>Thema 1:<\/u> de socio-economische kostprijs van een degradatie van het mariene milieu.\r\nDe eerste doelstelling van het project bestaat erin om de verschillende factoren die bijdragen tot de degradatie van het mariene milieu in het Belgisch deel van de Noordzee te identificeren en te kwantificeren (Laboratorium voor Milieutoxicologie en Aquatische Ecologie, Prof. Dr. C. Janssen). Deze identificatie en kwantificatie moet de basis vormen voor de evaluatie van de rechtstreekse en onrechtstreekse economische en sociale kosten voortvloeiende uit deze degradatie, zowel in accidentele gevallen als op een permanente wijze (Maritiem Instituut, Prof. Dr. F. Maes, met in onderaanneming Environmental Consultancy and Assistance (ECOLAS), Dr. P. Vanhaecke). De beoordeling van de kostprijs van deze degradatie zal worden afgewogen aan de economische en sociale baten van het gebruik van het Belgisch deel van de Noordzee door de huidige generatie, teneinde te komen tot voorstellen van beleidsmaatregelen die de overheid moet nemen om een meer ge\u00efntegreerd beheer en duurzaam gebruik van de Noordzee te garanderen voor de toekomstige generaties (Maritiem Instituut, Prof. Dr. F. Maes).\r\n\r\n<u>Thema 2:<\/u> Het risico van het accidenteel in het mariene milieu geloosd worden van olie of andere chemische producten\r\nDe tweede doelstelling van het project beoogt de potenti\u00eble schade aan de ecosystemen van het Belgisch deel van de Noordzee bij accidentele verontreiniging door olie en andere chemische producten te schatten en desgevallend modelmatig te voorspellen, alsook de socio-economische impact van deze schade bij een aantal geselecteerde situaties (Beheerseenheid van het Mathematisch Model van de Noordzee, Dr. G. Pichot). Het cijfermatig bepalen van de schade moet aanleiding geven tot het voorstellen van technisch-juridische procedures die toelaten de veroorzaakte schade aan de natuurwaarden te evalueren en financieel te verhalen op de vervuiler (Centrum voor Milieurecht, Prof. Dr. H. Bocken (nationaal recht) en Maritiem Instituut, Prof. Dr. F. Maes (internationaal recht)).\r\n\r\n<i>Activiteiten<\/i>\r\n\r\nTaak I \"Identificatie en kwantificatie van de verschillende factoren die bijdragen tot de degradatie van het mariene milieu\" zal naast de identificatie en kwantificatie, ook de verdeling van contaminanten over de verschillende milieucompartimenten bestuderen met de bedoeling het Biologisch Effecten Submodel (BESM) te verfijnen naar lange termijn effecten toe. De resultaten van taak I moeten toelaten tot een schatting te komen van de degradatie van het mariene milieu. Deze schatting dient o.m. als uitgangspunt voor een deel van het onderzoek in het kader van taak II \"het ontwikkelen van socio-economische beoordelingscriteria die het mogelijk maken deze degradatie objectief te bepalen\", met name de kwantificering van milieuschade op basis van gebruikswaarden. Bij de socio-economische beoordelingscriteria zal ook gebruik worden gemaakt van de kwantificering van milieuschade op basis van optionele en bestaanswaarden (Contingent Valuation Method). \r\n\r\nOnderzoeksresultaten uit taken I en II moeten een bijdrage leveren tot taak III en taak IV. Bij taak III \"het ontwikkelen en evalueren van maatregelen die de overheid dient te nemen om een ge\u00efntegreerd beheer en een duurzaam gebruik van de zee te garanderen\" zullen maatregelen worden voorgesteld waardoor Belgi\u00eb tot een optimaal ge\u00efntegreerd beleid en duurzaam gebruik van de Noordzee kan komen, rekening houdende met de politieke en de wetgevingstechnische haalbaarheid. De gebruiksfuncties op zee zullen in functie van hun degradatie-impact op het mariene milieu van de Noordzee (cf. taak I) op een prioriteitenschaal worden uitgezet. Aan de gebruiksfuncties zal eveneens een economische en maatschappelijke waardebepaling worden gekleefd, die per gebruiksfunctie kan vari\u00ebren. Uitgaande van de beleidsoptie \"duurzame ontwikkeling\" zullen per gebruiksfunctie beleidsmaatregelen worden voorgesteld, die rekening houden met de doeltreffendheid, en de te verwachten maatschappelijke kosten en baten voor de betrokken economische en sociale groepen. De ecologische effecten (taak I) en de gedefinieerde socio-economische beoordelingscriteria (taak II) worden ge\u00efntegreerd in het mathematisch model (taak IV \"het ontwikkelen van mathematische modellen die de kans op accidentele lozingen en de hierdoor aangerichte schade bepalen, zowel op leefmilieuvlak als op socio-economisch vlak\"). Het mathematisch model wordt door de Beheerseenheid van het Mathematisch Model van de Noordzee (BMM) ontwikkeld, maar is evenwel beperkt tot de inschatting van risico\u2019s op milieuschade bij accidentele lozingen van olie en andere chemische producten. Taak V voorziet in \"het ontwikkelen van technische en juridische procedures die het mogelijk maken de veroorzaakte degradatie van het mariene milieu te evalueren en financieel te verhalen op de vervuiler\".
