Natuurcompensatie vloeide voort uit het verdrag, het Structuurschema Groene Ruimte en het Beleidsplan Westerschelde. In deze paper staat de besluitvorming rond natuurherstelplannen centraal. De totstandkoming van het Uitdiepingsverdrag en de daarmee verbonden natuurcompensatie wordt beschreven.
