It reviews the scientific and technical basis for oceanic studies: measuring equipment, procedures, ocean carbon standards and intercalibration. The report describes the state-of-the-art methodology and recommends a program dedicated to determining the diurnal, seasonal and interannual variability of the oceanic carbon cycle.
