(Ed.)","Englishabstract":"This document sets out the context for the capacity building needed to enable all countries to participate in, contribute to and benefit from GOOS. Building self-sustaining capacity requiers a paradigm shift-to thinking and acting in partnership, in a intergrated and fully comprehensive way, and for the long term.
