Dit komt voornamelijk op rekening van de scheepvaart, de energieproductie en de industrie die respectievelijk verantwoordelijk zijn voor 46%, 32% en 13% van het totale onttrokken volume. Ze situeren zich voornamelijk langs de belangrijke economische assen en centra: het Albertkanaal en het kanaal Gent-Terneuzen ende havens van Antwerpen en Gent.<br>Het uit de bevaarbare rivieren en kanalen onttrokken volume staat in voor zo’n 95% van het totale watergebruik in Vlaanderen.<p>1,2 Miljard m<sup>3</sup> van wat er jaarlijks wordt onttrokken, wordt effectief verbruikt. Dit is 39 m<sup>3</sup>/s of 15% van het totale onttrokken volume. Met bijna 0,5 miljard m<sup>3</sup</j (15,5 m<sup>3</sup>/s, 40% van het totale verbruik) is de scheepvaart de grootste verbruiker van oppervlaktewater. Met name de sluizen in Terneuzen en de Kreekraksluizen zijn hiervoor verantwoordelijk. Het water dat aan deze sluizen geloosd wordt is niet meer bruikbaar voor de gebruikers binnen het studiegebied. Ook het debiet dat nodig is ter bestrijding van de zoutindringing in het kanaal Gent-Terneuzen is een belangrijke waterverbruiker. Met 262 miljoen m<sup>3</sup>/j (8 m<sup>3</sup>/s) staat het in voor 22% van het totale waterverbruik.
