As such, ICMs may be viewed as microcosms of international conferences on development and environment. In each case more powerful stakeholders support an environmental conservation agenda at the expense of the socio-economic development interests of the less powerful stakeholders while concealing inequalities in influence through a discourse of cooperative management. A case study from coastal Kenya is used to illustrate these parallels.
