They are the continuous factor in the changing water landscape. In the new integral water management policy, they present themselves as partners of the local authorities and the Flemish Region, to become a catalyst of this modernization process. As intermediary administrations, they are made for that part. Their assignment is situated in the sphere of the quality and quantity of surface water and groundwater in relation to all sectors. For this purpose, they dispose of important leverage concerning the control of non-navigable watercourses, the system of permits, environmental planning and sewerage policy.
