Probably so, according to this chapter, which addresses existing and past boundary agreements in the Baltic Sea. Following a general review of the law applicable to maritime boundary delimitation, it is concluded that even if the Baltic Sea is already fully covered by coastal zones, and that the areas of high seas or deep seabed have thus disappeared, there are still some outstanding issues and overlapping claims.
