Deze laag evolueert op een lange tijdschaal op basis van de Exnervergelijking. Op deze wijze hoeft niet langer a priori te worden verondersteld dat de horizontale verdeling van sediment volgt uit de strikte aanname van morfodynamisch evenwicht. Daarnaast worden de optredende sedimentconcentraties begrensd door de erodeerbaarheid te relateren aan de beschikbaarheid. Hierbij zijn twee situaties te onderscheiden. Bij betrekkelijk geringe bodemlaagdikte wordt de erosieflux in belangrijke mate bepaald door de hoeveelheid sediment op de bodem: dit wordt een beschikbaarheidsgelimiteerde situatie genoemd. Bij een grotere laagdikte verdwijnt deze relatie en vindt erosie plaats tegen de maximale waarde die onder gegeven lokale hydraulische omstandigheden mogelijk is: dit wordt een erosiegelimiteerde situatie genoemd.<br>Het model wordt toegepast op het Scheldebekken. Door erosiegelimiteerdheid treden er condities op waarbij constant sediment wordt geïmporteerd terwijl de hoeveelheid gesuspendeerd materiaal in getijgemiddelde zin niet verandert. Deze evenwichten in de sedimentverdeling worden derhalve gekenmerkt door een voortdurende aangroei van de sedimentlaag op de bodem. Erosiegelimiteerde evenwichten treden vaak op bij lage afvoer en stellen zich op een veel kortere tijdschaal in dan globale morfodynamische evenwichten. Bij verhoging van de afvoer reageren zij echter veel trager op de nieuwe forcering.
