(Ed.)","Englishabstract":"<i>(Preface to the proceedings)</i>The use of marine reserves as a fisheries management tool to enhance stocks and protect habitat has gained considerable support from scientists, environmental groups, and the public. The support for their use is born of frustration with more conventional approaches, which have failed to stop the decline of fisheries stocks worldwide. The essential fish habitat provisions in the Magnuson-Stevens Fishery Conservation and Management Act ( 1996) provide the legal means of using marine reserves as a management tool in the United States, and the Marine Sanctuaries Act (1972) provided comparable means for protecting unique habitats. The science to support the use of reserves has received strong criticism from extractive users, however, and as a result, the political will to move forward with this tool has been lacking.
