Abstract
    An example is given for the Dutch situation. After the storm surge in 1953, the Delta committee advised an economic optimal probability of flooding per year for Central-Holland (dike ring area Zuid-Holland). Based on a damage assessment in the protected area a safety standard in terms of an exceedence frequency of the high water level were defined, also called a ‘design water level’. Accompanying design waves for different wind directions and dike locations were also defined. For the design of the dikes the minimal needed design crest had to be calculated by using the design water level and an overtopping criterion of 2% of the number of waves. This combination of the design exceedence frequency with 2% wave run-up was supposed to provide a sufficient safety margin against failure or collapse.
