| Abstract |
There has been a proliferation in the legal gazettement of marine protected areas (MPAs) in the past three decades (Gubbay 1995; Kelleher et al. 1995). There is also a growing recognition that many marine fisheries are heavily exploited (Pauly and Christensen 1995; Polunin et al. 1996), that associated ecosystems are being changed, sometimes greatly (Dayton et al. 1995; Jennings and Lock 1996; Jennings and Kaiser 1998; Watlings and Norse 1998), and that MPAs are among the least difficult ways to manage overexploited fisheries (Bohnsack 1993; Roberts and Polunin 1993; Roberts 1997). |
