Abstract
During the past decades ecological restoration (eco-restoration) hasemerged as a primary policy objective in the context of international environmental governance. Also the EU committed itself to restore 15%of its degraded ecosystems in its 2010 Biodiversity Strategy. This article addreses the interplay between these policy objectives and the existing EU environmental legislation. It is concluded that, while especially the EU Nature Directives contain some compelling restoration obligations, the EU is lacking an overarching legally binding instrument to further eco-restoration. It is imperative that eco-restoration is further integrated in the existing national policies and that it does not remain confined to the protected sites. Against this backdrop this article puts forward a more comprehensive integration of eco-restoration in the EU legal order. This analysis matches the recently announced Biodiversity Strategy to 2030 of the EU Commission, which places the adoption of binding restoration targets at its heart.
