Abstract | The spread of different governmental bodies throughout several policy domains and coastal geographical areas, and the dissipation of interest groups, render coastal zone policy in Belgium a complex character. Coastal zone policy can only be governmentally efficient if thorough institutional linkages are put in place. Sustainable development - and thus coastal zone policy - however go hand in hand with integration and participation. The search for thorough institutional linkages automatically addresses the issue of integration. It implies horizontal integration, vertical integration and internal integration. Emphasis however is recently also being put on the active involvement of societal interest groups and individual citizens within policy and decision making. This paper presents the process towards and the output of a draft version for a cooperation agreement for coastal zone policy in Belgium. It however goes beyond the search for a pure institutional linkage but also tries to discuss the opportunities and constraints of active participation within coastal zone policy and decision making for Belgium. |
