Abstract
    Floods can have devastating effects. In recent years people have come to realise that floods can not beentirely prevented, despite all technical engineering solutions. Furthermore, due to climate change it isexpected that floods will occur more often in the future. In FREEMAN a methodology has been developed toscreen a community for its level of resilience. The Resilience Checker provides a solid scan of the social‘soft’ aspects of flood risk management in a certain area. It takes into account flood risk communication andperception, flood modelling tools and flood institutions.
