Abstract
The Law of the Sea Conference finds itself steeped in issues of the economics of mining, of fishing, of navigation, of technology and technology-transfer. Without clarity about such issues, without concepts and data readily available, it is not possible to form a meaningful new law of the sea; no new order for the seas and oceans can be built. The new law of the sea has to straddle law, economics, and science in unprecedented ways. The people who have to make this new law need the facts set in an orderly and logical framework: not specialized facts in specialized books that are hard to come by and go through but an overview of concepts and data in their interaction.... The Ocean Yearbook is intended as a contribution to the satisfaction of this newly felt need.
