Abstract: | In Belgium’s marine areas, a number of administrations are authorised, both federal and regional. To coordinate cooperation between these authorities, the Coast Guard structure was set up; which comprises 17 Flemish and federal administrations. These administrations are called coast guard partners.
In order to ensure that staff, means and tasks of the different coast guard partners are in tune with each other, there is a policy-making body and a consultation body. The policy-making body takes decisions, coordinates the cooperation and issues advice to the council of ministers. The consultation body in turn advises the policy-making body and has the power to set up working groups in order to investigate certain cases in greater depth.
Moreover, the Coast Guard is working on the establishment of one integrated Coast Guard Centre, made up of the MRCC and the MSCB. The Maritime Rescue and Coordination Centre (MRCC) in Ostend is responsible for safety at sea (to coordinate rescue operations at sea and to provide assistance to shipping). The main task of the Maritime Safety Centre Belgium (MSCB) in Zeebrugge is maintaining the law at sea (drug trafficking, illegal immigrants, piracy, ...).
The Coast Guard Secretariat can be seen as the engine of the Coast Guard structure. It provides administrative and operational support, it coordinates the tasks of the different coast guard partners, prepares and contributes to policy-making and is the point of contact for similar organisations in neighbouring countries.
