Abstract
    This paper provides a holistic and diachronic perspective on fishery development within an Indonesian village community. I present the process of fishery development locally, the regulations relative to different activities as well as the local cultural framework about the marine environment. Based on these elements, I analyse the local perspective on sustainability and identify the ingredients for stimulating the development of alternative fishery activities
