Abstract
    Development is defined in terms of the five environments: social, cultural, political, economic, andphysical. The importance of aquaculture as a potential agent for development in the west of Irelandis shown. The major stages in the growth of aquaculture are outlined. The growth stages in the finfishand shellfish industry are detailed. The author summarizes the key issues now facing the industry asseen by various constituents. The results of research (survey questionnaires) on aquaculture's impacton the five environments in a particular western coastal community are presented. To concluderecommendations are presented on the steps to be taken at local level so that aquaculture can be amore powerful agent for development in the west of Ireland.
