Abstract
    A special role for Baltic coastal conservation and management is to be played by EUCC through the COMER-programme (Coastal Management and Environment Programme in European Regions). This programme contains a provisional Regional Action Programme for the Southeast Baltic coasts. This regional programme will be described after presenting its context.
