Abstract | There is ample evidence to show that Marine Protected Areas (MPAs) are an effective and preferred tool for safeguarding biodiversity and ecosystem services (Babcock et al., 2010; Sala and Giakoumi, 2017; Sandin et al., 2008; Shears and Babcock, 2003). Current efforts to demonstrate Protected Area Management Effectiveness (PAME) rely heavily on assessments of the state of biological resources within the Protected Area (PA) (Leverington et al., 2010; Cook et al., 2014). Where they do address MPAs effectiveness as a ‘governance tool’ the outputs are largely narrative (Pomeroy et al., 2004) or rely heavily on subjective assessments of MPA performance (Staub and Hatziolos, 2004). |
