Abstract
    The GOOS programme is now entering its implementation phase. This presentation will address the user oriented aspects of GOOS. In order to image the future operational phase of GOOS, a set of user scenarios have been predicted. This scenarios describe end user situations where ocean data are needed in support of high level decision making.
